Talks between the pair are "far from reaching a conclusion" and the outcome "far from certain", Albanese told Australian Broadcasting Corp. television.
The transport minister said the government has made clear to Qantas that it would need to satisfy the conditions of the Qantas sale act, and also potentially seek the approval of the Foreign Investment Review Board, and the Treasurer, Wayne Swan, for any merger.
British Airways and Qantas Tuesday said they are in merger talks that would create the world's first multi-continent airline group.
