The State Council, or the nation's Cabinet, said it will encourage the restructuring of state-owned tourism companies and encourage fair participation by private and state-owned businesses in the tourism sector.
However, it didn't elaborate on its plan to increase foreign investment in the tourism sector.
Beijing has been trying to develop its services sectors, such as tourism, to reduce the country's reliance on polluting industries for economic growth, and create more jobs. It will "nurture the tourism industry into a strategic backbone sector in the national economy," the State Council said in a statement on the central government's Web site.
