GCC Secretary General Abdul Rahman al-Attiya in a statement also called on incoming U.S. president Barack Obama to give priority to the Palestinian cause.
"This aggression is the expected and usual result of international silence toward Israeli arrogance," he said in the statement.
The Security Council failed late Saturday to agree on a statement calling for a ceasefire after the United States argued that a return to the situation that existed before Israel's ground offensive in Gaza was unacceptable.
Attiya encouraged Washington to take more serious action to seek a long-term solution to the Palestinian problem.
"The new American administration should give priority to the Palestinian issue to establish a comprehensive peace in the region," he said.
Attiya called on the international community to bring an end to the siege on Gaza and to provide international protection for the Palestinians under United Nations auspices.
He also stressed the need for unity among Palestinian factions as key to protecting the people of Gaza and moving ahead toward the establishment of an independent Palestinian state.
The GCC groups Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the United Arab Emirates.
