"Because of terrorist acts done by terrorists from your area, the Israeli Defense Forces have to respond to these acts by operating inside your area," said the tracts in Arabic.
"For your safety we ask you to leave the area."
The leaflets were signed "IDF commander" and were dropped over neighborhoods all over Gaza City on Saturday, witnesses said.
Israel unleashed a massive bombardment of Hamas targets in Gaza on Dec. 27 in response to persistent rocket fire from the territory that the Islamists have run since routing forces loyal to secular president Mahmud Abbas in June 2007.
On Saturday, Israeli artillery shelled areas all along Gaza's eastern border, a move that in the past has often presaged ground incursions.
The Israeli offensive has so far killed 460 Palestinians, including 80 children, and wounded another 2,310, according to medics.
Militant rocket fire during the same time has killed four people inside Israel and wounded several dozen more.
