The two leaders held telephone talks and "underlined their intention to activate their cooperation in the field of anti-terrorism," the Russian presidency said in a statement.
The issue will be discussed during Medvedev's first official visit to New Delhi, which begins December 5.
The Russian president has denounced as "monstrous" and "inhumane" a wave of coordinated attacks that left at least 172 people dead and close to 300 injured in the western Indian city.
