"This is a misuse of international jurisdiction," Mushikiwabo told AFP.
Kabuye, who is President Paul Kagame's chief of protocol, is suspected of having a role in the 1994 downing of a plane carrying Rwanda's former Hutu president Juvenal Habyarimana, which triggered the genocide in the east African country.
Mushikiwabo said the government would soon officially react to Kabuye's arrest.
