"The focus will be on infrastructure, home remodeling and urban-renewal projects," Zapatero said in the text of a speech delivered before a meeting of his Socialist party.
Zapatero said he will detail the new measures in Parliament on Thursday.
Spain's government has moved aggressively to support its ailing economy after the global financial crisis hastened the collapse of a decade-long construction boom. It has said the various tax-cutting, spending and financing measures already taken will inject around EUR40 billion, or 3.7% of gross domestic product, into the economy this year and another EUR40 billion next year.
