Telstra said the reason the government gave for it's exclusion is that Telstra did not include a plan for how to involve small and medium enterprises in the building of the network.
Telstra said it believed it was fully in compliance with the request for proposal process and that the government has "used a peripheral issue" to exclude Telstra.
