In a letter released by the U.K. Treasury Wednesday, Darling said the first objective in front of G20 ministers must be "to return trust and confidence to financial markets."
He said reforms to the global financial system are crucial but must retain and build on the benefits that open financial markets bring.
The ministers' deputies will meet in late January to do some groundwork.
G20 leaders meet in London April 2. It will be the second meeting following the G20 gathering in Washington D.C. in November.
