Locke was speaking at a press conference after the 20th China-U.S. Joint Commission on Commerce and Trade in the eastern Chinese city of Hangzhou earlier Thursday.
China currently requires 70% of the components of wind-power equipment to be produced locally. However, as domestic products have gradually come to dominate China's market, foreign competition is considered less of a threat.
Locke didn't say when China will dope the restriction.
