The month's output declined 7% from 3.424 million tons in October, according to revised GSO data.
The country produced an estimated 37.28 million tons in the January-November period, down 3.3% from the same period a year earlier.
Electricity output in November is projected to have risen 7.5% on year to 5.9 billion kilowatt-hours, the GSO said.
In October, Vietnam produced 6.4 billion kWh.
Between January and November this year, Vietnam produced an estimated 67.9 billion kWh, 11.6% up on year.
The GSO usually issues coal and electricity figures before the end of the reporting period, based on estimates.
