"Vietnam and Israel have reached an agreement to open a Vietnamese embassy in Israel soon, I think in the first months of 2009," spokesman Le Dung said.
The two countries set up diplomatic relations in July 1993 and Israel opened its embassy in Hanoi in December of the same year, according to the Ministry of Foreign Affairs.
Vietnam and Israel have signed cooperation agreements in agriculture, trade, science, customs, tourism, culture and aviation transport, the ministry said.
Trade between the two countries climbed to $147 million in 2007 from $80 million the year before.
